On 17 November 2015, it was announced that agreements had been reached between local authorities and central government on devolving power in some policy areas to two regions, Liverpool and the West Midlands. They join four other city regions in England—Greater Manchester; South Yorkshire; the North East; and Tees Valley—which signed devolution deals between November 2014 and October 2015.

The Local Government Association has found that almost three-quarters of local councillors in England report feeling personally at risk when fulfilling their role. The government has called such abuse and intimidation unacceptable and is pursuing a range of measures in response, including via the Representation of the People Bill.
