    Holocaust Memorial Bill: HL Bill 4 of 2024–25

    The Holocaust Memorial Bill is due to have its second reading in the House of Lords on 4 September 2024. This bill seeks to make provision for expenditure on the construction and operation of a Holocaust memorial and learning centre. It would also remove restrictions on building these in Victoria Tower Gardens, next to Parliament. It is a government bill, introduced under the previous Conservative government and continued by the newly elected Labour government. The bill is a hybrid bill, meaning it applies generally but also has a particular effect on specific groups, people or places. This entails additional stages for the bill. The bill is made up of two substantive clauses. It would extend to England and Wales, and apply to England. It would come into force two months after receiving royal assent.

    Modern methods of construction in the housing industry

    Modern methods of construction (MMC) refers to a range of building methods that are designed to be more efficient and effective than traditional construction techniques. The House of Lords Built Environment Committee was critical of the Conservative government’s approach to MMC and called for a coherent strategy to promote MMC use in housebuilding. The new Labour government has said it will publish a new long-term housing strategy in the coming months.

    Renters (Reform) Bill: HL Bill 74 of 2023–24

    The Renters (Reform) Bill is a government bill which would implement a significant package of reforms to the private rental sector in England. Ministers argue that it will ensure private renters have access to a secure and decent home and give confidence to landlords to continue to invest. However, concern has been raised over delays to key elements of the reforms, particularly the abolition of so-called ‘no fault’ or section 21 evictions.

    Supply of affordable housing

    Affordable housing accounted for 27 percent of all new additions to the housing stock in England in 2022/23. In recent years, the government has introduced several initiatives to increase the supply of affordable housing. This includes launching the first homes scheme, which seeks to assist first-time buyers and key workers in purchasing properties at discounted rates. However, some housing stakeholders have called on the government to provide further funding towards the construction of affordable homes.

    Leasehold and Freehold Reform Bill: HL Bill 50 of 2023–24

    The Leasehold and Freehold Reform Bill would make long-term changes to the residential leasehold property system in England and Wales. The reforms are intended to improve homeownership for leaseholders by “empowering” them and “improving their consumer rights”. It is the second part of the government’s legislative package to deliver on its commitments on leasehold reform.

    Housing needs of young people

    The number of young adults who own a home in the UK has fallen in recent decades. More families in England and Wales had adult children living with them in 2021 compared to 10 years earlier. Barriers to home ownership included increased property prices relative to incomes. Think tanks have considered whether alternative housing policies would help more young people get onto the property ladder. The government has also introduced various schemes aimed at supporting home ownership.

    Long-term plan for housing

    The government’s long-term plan for housing includes a range of policies it says are aimed at regeneration, inner-city densification and housing delivery across England. In December 2023, the government announced the next stage of its long-term plan, including revisions to the ‘National planning policy framework’ (NPPF).     Fire safety regulations: Reform for furniture and buildings in England

    The government has proposed changes to how fire safety standards for furniture and furnishings are regulated in England. Scientists and the House of Commons Environmental Audit Committee have raised concerns that current regulations incentivise the use of flame-retardant chemicals, which have environmental and health impacts. The regulatory framework for fire safety in buildings in England has also been reformed following the Grenfell Tower fire and the Building Safety Act 2022.

    The King’s Speech is set to take place on 7 November 2023. This briefing considers the possible measures the government may announce relating to levelling up, housing and communities. This includes introducing legislation to reform the leasehold system. In addition, carry-over motions agreed in the previous parliamentary session will see the continuation of the Economic Activity of Public Bodies (Overseas Matters) Bill, Holocaust Memorial Bill and Renters (Reform) Bill.

    Reforming adult social care: House of Lords committee report

    Government plans for adult social care have undergone several changes in the last decade. In December 2022, the House of Lords Adult Social Care Committee published a report examining the adult social care system and making recommendations to make it a “progressive, visible, fairer and kinder system”. In July 2023, the government published a response. It pointed to commitments in its April 2023 white paper, including reform of the adult social care workforce, housing for people who required care and tackling delayed discharge and unnecessary admissions to hospitals.

    Issues such as the growth in short-term lettings and second homes disproportionately impact housing issues in rural and coastal areas. This exacerbates an already complex housing situation nationally. Charities and campaign groups have called for government intervention, arguing that the negative impacts, such as a shortage of affordable housing, are hollowing out rural and coastal areas.

    The Supported Housing (Regulatory Oversight) Bill is a private member’s bill that has government support. The purpose of the bill is to improve the regulation and oversight of ‘supported exempt’ housing, which is exempt from the benefit cap and housing benefit limits in welfare regulations. The bill has been introduced in response to reports of poor quality provision in the exempt housing sector.

    Supported housing

    Supported housing is accommodation where residents receive support, supervision or care. Housebuilding targets include targets for supported accommodation; however, housing associations and local authorities have argued that government funding is not sufficient to enable enough to be built. Concerns have been raised about the quality of supported housing, which is largely paid for by housing benefit.
