The Renters’ Rights Bill [HL] is a private member’s bill introduced by Baroness Grender (Liberal Democrat). The Bill received its first reading on 23 May 2016, and is scheduled to have its second reading on 10 June 2016. The Bill contains five clauses focused on renters’ rights, including proposals to ban certain fees that are charged to renters (such as registration fees, reference check fees and administration fees) and proposed measures to increase renters’ protection from “rogue landlords”.

The committee found that delays caused by the regulator’s approval processes had delayed or disincentivised refurbishments, safety upgrades and the remediation of dangerous cladding in high-rise buildings. The House of Lords Built Environment Committee has published two reports on the government’s new towns programme, calling for strong leadership and dedicated resources to ensure the programme can deliver on its ambitious targets.
