The Enterprise and Regulatory Reform Bill includes measures for changes to competition policy, to employment law, and for reducing regulation, as well as provisions on the Green Investment Bank, directors’ remuneration, copyright and planning. This Library Note provides background reading in advance of the Bill’s second reading in the House of Lords, and is intended to be read in conjunction with two House of Commons Library Research Papers: Enterprise and Regulatory Reform Bill (7 June 2012, RP12/33) and Enterprise and Regulatory Reform Bill: Committee Stage Report (3 October 2012, RP12/56) which provide background information and summarise the second reading debate and committee stage in the House of Commons. The government has explained the bill is being fast-tracked as it believes it is necessary to safeguard the future of the UK steel industry. It says this is important for the UK economy, national security and critical infrastructure.
