    Loot boxes in computer games: Are they a form of gambling?

    Loot boxes are rewards within computer games that can be bought with virtual currencies or real-world money. Concerns have been raised about whether they encourage gambling-like behaviours, particularly among children. In July 2022, Boris Johnson’s government published its response to a consultation on loot boxes. It decided not to legislate to bring loot boxes within the scope of the Gambling Act 2005.

    Reviewing the National Heritage Act 1983

    The National Heritage Act 1983 established select museums as non-departmental bodies, governed by a board of trustees. In addition to outlining the boards of trustees’ general functions, the act restricted them from disposing of objects from their collections. With growing calls for some of these museums to return cultural objects in their collections to their countries of origin, some museums and organisations have called for the act to be amended or replaced.

    National plan for music education

    The government has published an updated plan for music education. It emphasises aspects such as early years music; cooperation between schools and other organisations, for example music hubs; and providing a variety of ways to progress in music. Commentators have welcomed the plan but called for more funding. Some observers have also argued that the structure of testing in schools from age 14 skews the curriculum against music.

    Musicians: Working and touring in the European Union

    Since Brexit, UK musicians and creative professionals no longer have free movement rights to travel and work across the EU. The EU and the UK have both said that they put forward proposals to prevent this outcome, but they could not come to an agreement. Several commentators have argued that the restrictions are having a negative impact. The government has said that it is committed to supporting UK creative industries and is “clarifying arrangements” with the EU and working with member states to make touring easier.

The Liaison Committee welcomed recent advances in polling techniques and information prepared by the polling industry on how to interpret polls.     How should gambling regulation change to reduce gambling harm?

Since the committee’s report, the Government has launched a wide-ranging review of gambling oversight and is due to publish its conclusions shortly.     British Sign Language Bill

    British sign language (BSL) is the most commonly used sign language in the UK and is considered culturally important by the Deaf community. Although it is recognised as a language by the Government, this is not set out in law. This bill would give BSL full legal recognition as a language in England, Wales and Scotland and contains provisions to promote its use. The measures have cross-party support.

    Cultural Objects (Protection from Seizure) Bill

    Under provisions in the Tribunals, Courts and Enforcement Act 2007, cultural objects loaned to institutions in the UK for temporary exhibitions are protected from seizure for a period of 12 months. The Cultural Objects (Protection from Seizure) Bill would allow this period to be extended by three months, for example in cases where an object may be stranded in the UK due to travel disruption and the 12-month period of protection would otherwise lapse.

    Democracy and Digital Committee Report: Digital Technology and the Resurrection of Trust

    In June 2020, the House of Lords Democracy and Digital Committee published its report into the effects of digital technology on democracy and trust. It made several recommendations to the Government, including calling for online harms legislation to be introduced within a year of the report’s publication.
