    International Women’s Day 2025: Women in science and technology

    On 6 March 2025, the House of Lords is scheduled to hold a debate marking International Women’s Day focused on the steps being taken to promote women’s participation and leadership in science and technology. The motion for the debate is sponsored by Baroness Gustafsson, the government minister for investment.     The Education (Assemblies) Bill [HL] is a private member’s bill introduced by Baroness Burt of Solihull (Liberal Democrat). It would repeal the requirement for schools in England without a designated religious character to provide daily acts of collective religious worship. In its place, the bill would establish a new duty to provide non-religious assemblies which develop the spiritual, moral, social, and cultural education of pupils.

The strategy is due to be published later this year, along with a creative industries sector plan.     The Office for Students (OfS) strategy for 2025 to 2030 establishes priorities in the areas of quality, student experience, and sector resilience. The OfS is currently pausing aspects of its regulatory functions to focus on financial sustainability among education providers. This action is supported by the government. However, critics argue the OfS’s decision will cause financial difficulties to some education providers and leave some students without the protection of the regulator.

    This government bill would enable changes to the business rates regime.     Special educational needs and disabilities: Government support

    The number of young people with special educational needs and disabilities has increased in recent years, prompting concerns about quality of SEND provision and the impact on local authority finances. A report by the National Audit Office in October 2024 concluded that, without reform, the costs of the SEND system were unsustainable. In the 2024 autumn budget, the Labour government announced an increase in education spending of £11.2bn from 2023/24 levels by 2025/26, with £1bn earmarked for SEND funding.

    Mobile phones in schools: Mandating a ban?

    Academic research suggests that mobile phones in schools can adversely affect pupils’ educational attainment and contribute to problems such as bullying. But some experts point to potential learning benefits and argue that a blanket ban on phones could prove ineffective and counterproductive. Government guidance discourages the use of phones in schools but defers to school leaders on prohibiting their use. Most schools in England already have policies limiting the use of phones.

    Universities UK has put forward proposals to reform the higher education sector to ensure that it is able to “deliver for the nation into the 2030s”. In a report published in September 2024, it called for five big shifts: expand opportunity; improve collaboration; generate local growth; secure future strength; and establish a global strategy. The government has said it would set out its plans for reform in the coming months.

    Home School Education Registration and Support Bill [HL]: HL Bill 22 of 2024–25

    Currently, there is no mandatory system of registration for children who are not in school. The Home School Education Registration and Support Bill [HL] would require local authorities to maintain a register of children in its area who are of compulsory school age but are not in school. It would also require the parents of such children to provide certain information to their local authority in relation to the register.

    The Institute for Apprenticeships and Technical Education (Transfer of Functions etc) Bill [HL] would abolish the IfATE and transfer its functions to the secretary of state. The government has said the bill is a necessary condition for delivering on its 2024 manifesto commitment to establish Skills England as a vehicle for driving growth and opportunity. Skills England is a new arms’ length body of the Department for Education, currently in shadow form.

    Special education schools and colleges in England: Policy and challenges in the special educational needs sector

    Over 150,000 young people attend special educational needs schools or colleges in England. The special education sector is facing capacity and funding challenges, while demand for support increases. The Labour government has said it will improve inclusivity and expertise in mainstream schools, with specialist schools supporting pupils with the most complex needs. The government has added that it intends to take a considered approach, but the sector is calling for urgent action.
